The Risk Manager is organizationally responsible to the Risk Management. The purpose of the Risk Management Office is to help protect VAMHCS from risk specific to the medical facility for patients, staff, and others. Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. - (NOTE: This applies to the past, current, and upcoming VA Health Professional Trainees (HPT) only. HPT is an individual appointed to temporary positions in one or more VHA medical facilities performing clinical or research training experiences to satisfy program or degree requirements or receiving VA Health Professional Scholarship Program. In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing. Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia. Preferred Experience: A Bachelor's Degree in Nursing, Master's preferred and minimum of at least five years of successful practice in nursing and patient care services. Paralegal Nursing experience is preferred. Quality, Patient Safety and/or Risk Management experience is preferred. Full, active, and unrestricted RN licensure required. Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade: Nurse I Level I - An Associate Degree (ADN) or Diploma in Nursing, with no additional nursing practice/experience required. Nurse I Level II - An ADN or Diploma in Nursing and approximately 1 year of nursing practice/experience; OR an ADN or Diploma in Nursing and a bachelor's degree in a related field with no additional nursing practice/experience; OR a Bachelor's of Science in Nursing (BSN) with no additional nursing practice/experience. Nurse I Level III - An ADN or Diploma in Nursing and approximately 2-3 years of nursing practice/experience; OR an ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 1-2 years of nursing practice/experience; OR a BSN with approximately 1-2 years of nursing practice/experience; OR a Master's degree in nursing (MSN) or related field with a BSN and no additional nursing practice/experience. Nurse II - A BSN with approximately 2-3 years of nursing practice/experience; OR ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 2-3 years of nursing practice/experience; OR a Master's degree in nursing or related field with a BSN and approximately 1-2 years of nursing practice/experience; OR a Doctoral degree in nursing or meets basic requirements for appointment and has doctoral degree in a related field with no additional nursing practice/experience required. Nurse III - Master's degree in nursing or related field with BSN and approximately 2-3 years of nursing practice/experience; OR a Doctoral degree and approximately 2-3 years of nursing practice/experience. Note regarding MSN degrees: If your MSN was obtained via a Bridge Program that qualifies for professional nursing registration, a BSN is not required. Physical Requirements: This position requires visual acuity, keen hearing, clear distinctive speech, and manual dexterity. This position requires limited periods of walking, standing, stooping, bending, pulling, and pushing. Sitting for long periods utilizing a computer screen and telephone is required. Transferring patients and objects may be required. The incumbent may be exposed to infected patients and contaminated materials and may be required to don protective clothing in isolation situations or operative/invasive procedures. The incumbent may occasionally be exposed to patients who are combative secondary to delirium, dementia, or psychiatric disorders. He/she will make decisions to reflect their unique and significant role as a clinically qualified professional. The Risk Manager will support the development of mechanisms to support a systems approach across the VAMHCS. Provide consultative and technical advice to Clinical Center Directors, Service Chiefs, and facility staff regarding the planning, integration, modification, and implementation of the VAMHCS Risk Management Program. Collaborate with all areas of the Quality Service Improvement Service to promote quality in clinical practice and identify risk Analyze data and reports to identify the need for change, minimize risk, and ensure effectiveness of clinical improvements. Work with Patient Safety Office in forecasting requirements necessary to improve effective program functions across the VAMHCS. Work collaboratively with the Clinical Center Directors and Service Chiefs in policy review, communication, and evaluation. Participate in appropriate Medical Center committees, as assigned. Monitor risk initiatives, outcomes to identify trends and/or patterns and assure that findings of risk activities are used to modify and improve quality patient care and facilitate accomplishment. Assists in the medical center's activities and preparations for Joint Commission and other external reviews, monitor the follow-up to recommendations specific to the Risk Management Program. Communicate as requested both in written and oral form, internally and to external agencies; i.e., Regional Counsel, VISN, Headquarters, regarding Patient Safety/Risk Management reviews and activities. Applies research methods to ensure an efficient and effective program function. Researches, interprets, identifies, develops, and presents educational programs for health care professionals and support services regarding the Risk Management Program. Establishes effective collegial relationships with other professional organizations and the larger health care community on a local, state and/or national basis. Serves as consultant on clinical issues and/or administrative issues. Adheres to personal and professional obligations and responsibilities with emphasis on practicing and maintaining ethical standards.
