The Associate Service Chief, Pharmacy Outpatient Operations, assists the Chief of Pharmacy Service providing oversight, leadership and direction for outpatient pharmacy services at the James A. Haley Veterans' Hospital and Clinics (JAHVH), the outpatient pharmacies, and operations of the Community Based Outpatient Clinics (CBOC) as well as the mental health Domiciliary and the Baldomero Lopez State Nursing Home in Land O' Lakes. Responsible for the provision of pharmaceutical care and services provided by the healthcare system. Assures all legal requirements for state, federal, and VA are continually met within written guidelines and sound pharmaceutical judgment. Maintains effective personnel management program within pharmacy including E.E.O. awareness, training opportunities, and individual development plans. Responsible for assuring all aspects of drug control, drug accountability, and drug security are maximized and are in accordance with JAHVH and Pharmacy Service policies and procedures, and other applicable VA, FDA, and Federal regulations. Develops and maintains effective pharmacy operations within the outpatient pharmacies that are synergistic with other healthcare system programs and are designed to maximize drug distribution processes, inventory management, and patient care. Develops and implements strategic plan for the expansion and/or reengineering of pharmacy operations. Develops, implements, and evaluates programs for quality improvement of pharmacy services. Is responsible for development of appropriate indicators to assess the impact of pharmacy operations on patient outcomes and financial resources. Coordinates data acquisition and analysis for pharmacy performance improvement monitors. Plans and designs projects to subordinate pharmacists. Responsible for the professional growth and development of professional and technical staff. Evaluates effectiveness of programs and resources (budget, human, space, and equipment), coordinates on-going programs and plans and implements new programs as required. Gathers, coordinates, and reports data for various reports and functions on an as needed or required basis. Develops and maintains cooperative working relationships with other services to maintain the highest quality of patient care and harmonious working environment for employees. Develops, implements, and/or maintains plans to promote therapeutic appropriateness, responsiveness, and safety and performance improvement consistent with the Joint Commission standards. Responsible for on-going review and evaluation of outpatient pharmacy activities which include the processing of outpatient prescriptions, drug medication counseling, and CMOP support while maintaining timeliness, accuracy, and innovative computerization/automation to support these programs.
